Yes, it is raw fish prepared in very specific ways. It's perfectly safe to eat, assuming the chef knows what he's doing and you don't order the pufferfish.

Raw fish. And a single pufferfish contains enough toxin to kill thirty adult men. It can be prepared so you can safely eat it, but I've never met someone dumb or brave enough to risk it, above or under the sea.

Goodness! I can understand being dangerous so as to not be eaten, but that seems overly so! Whyever would someone need to have that much poison?

Well, the pufferfish is so toxic because it keeps other fish from eating it, if the spikes don't do it. It just overcompensates.
