i want to stay totally dry
and warm too
but if i'm dry it'll be easier to be warm
so dryness is most important

But the suit in your drawing looks more like it was made for diving.
Like in the water.
An umbrella would do more of the work for you there/font>

if it's a perfect suit with a helmet then no water can get in
