If you are comfortable with free-floating flower petals, you need only to put the dried flowers in the teacup itself.

The trick will be to keep the oven door open while it is drying. But really, you can also air dry them if you have the time for it.

Oh, you mean the actual flowers? Lavender needs full sun and well-drained soil. You do not need to water frequently, in fact, you don't need to water until the soil is almost dry, but you will need to water deeply.
