It's a Dwemer sphere. Basically a machine that the Dwemer built to guard their ruins.

The Dwemer, also known as the dwarves, were a race that mysteriously vanished thousands of years ago, and left behind many ruins. The ruins still contain their artifacts and the automatons they created to defend their territory.

Er, I mean— like maybe more the ruins than the dwarves... I think dwarves are real but they're not magic or anything, just normal little people. And they don't have some special society all alone — they live with everyone else...! But it's not a very common condition...
