A long time ago, Celliwig was once known as King Arthur's Splendored Court. After he passed on, it became home to master light and dark mages, who facilitated communication between Camelot and fairy kind, but they were eventually disillusioned with humans' self-righteous way of solving problems.

Until humans learned to properly accept fairy culture and not just their own ways of doing things, they sealed themselves away. And without Celliwig onside, Elphame is basically inaccessible to us.
