I haven't been able to piece together too much, but I can imagine that a vote for building trust by trade might culminate in trials for the intermediaries, or go so slowly that we end up accepting the trials in the near future anyway. If that seems right, then the key question is what kind of trials they are, and if they might have the potential to set off a violent conflict once they're underway. That could explain why Arthur's thrown outright invasion in as an option.
