I don't know if there are any restrictions on who can or can't vote, honestly. Maybe he wants all of us other worlders to have some input? I'd have to ask around.
As for what kind of world this is, I'm still trying to pin it down myself. I personally couldn't imagine consulting the entire population of a country before launching an attack.
