I feel that directing participation might be of particular use right now. Since the disaster, so many people have been working to help in some way. But... it does seem like they are working as hard to figure out how to help as actually doing it.

And that makes the work ahead even harder. Not just because of wasted effort, but because how discouraging it must be to not see results for hard work.
