Time around humans. We were programmed to learn based on what we see on our surroundings. Through mimicking humans, seeing the patterns in their collective behaviors, and some trial and error, it eventually grew on it's own - granting full sentience for many androids.

Of course, not every android will have such an opportunity. Some are stuck in the same place, not learning anything new...
