Tell it you saw one of those tree parasites a few blocks away and it'll stop whining about normal things that happen ever year if it doesn't want a new sap-sucking friend.

if you threaten to do it, then they stop complaining so you don't actually do the new thing. If they think you're bluffing, kill them as an example and the other plants will fall in line.

If you offer something good as a reward for the behavior you want after the threats, it helps too. They'll come around.
